The Ministry of New and Renewable Energy (“MNRE”) issued an office memorandum on August 18, 2023, for setting out green hydrogen standard for India (“Memorandum”) in furtherance of the National Green Hydrogen Mission (“Mission”). The MNRE previously issued a set of guidelines on January 4, 2023, for putting the Mission objectives in motion (“Mission Guidelines”), the key aspects of which have been discussed in our update of January 25, 2023. The MNRE has issued this Memorandum to set out the following to further expedite the growth of the green hydrogen sector and achieve the objectives of the Mission:
The Memorandum defines “Green Hydrogen” as hydrogen produced using renewable energy, including, inter-alia, through electrolysis or biomass conversion. For this purpose, renewable energy includes electricity generated from renewable sources and stored in an energy storage system or banked with the grid as per the applicable law.
Emission Limits: The Memorandum has set out the following cap on greenhouse gas emissions during the process of green hydrogen production:
The MNRE will specify a detailed methodology for measurement, reporting, monitoring, onsite verification, and certification of green hydrogen and its derivatives.
The Memorandum has designated the Bureau of Energy Efficiency as the Nodal Authority for accrediting agencies to monitor, verify and certify green hydrogen manufacturing projects.
